This handy power utility, created by XDA moderator DaveShaw, will allow you to shutdown, reset, put your device to sleep or turn the display off. Many utilities do one or the other, but not many give you the ability to perform all of these actions. One of the best features of this app is that you can skin it. You can change the background easily by looking in the app’s folder. Advanced users can edit the files to make their own theme.

xdaShutdown is a windows mobile freeware that gives you the option to reboot , sleep / turn the screen off or switch off your device. In some app the switch off just turns the screen off but this app tries to address that issue and turns off the device. Skinning support might come up in the next version.
