Voxofon is a Windows Phone 7 VOIP App that allows users to call Call Skype, GTalk and more from their WP7 device. According to the developers it works anywhere you have a cell coverage – does
not require Wi-Fi connection. From the looks of it you can call international numbers via 2 methods a call to a local access number or by receiving a call to your device. The rates are different for each method. The international calling rates are given
here, I am not a active user of VoIP mobile apps so I am not sure how competitive the rates are. For example it will cost you USD 0.0130 per minute if you ring the US from an Australian Mobile ( Telstra ) using this app by the local access number method. But calls to Skype, GTalk, etc are free !! You can also use the app to send cheap international text messages.
