i’d actually be needing an app that would start wifi only when the electricity is plugged in.

    would THAT exist? ;p

I would love an App that will schedule my Wi-Fi to be turned on, wait 30 seconds or so to confirm a good connection, and if Wi-Fi operational, launch Messaging to do a Send/Recieve, to get all my GMail messages downloaded. It could also launch the weather app to download today’s info, or some other app to get info, and then close the Wi-Fi connection once all of the apps are completed, or wi-fi has been opened for a set period of time ( like 10 minutes). If the Wi-fi is already open, it should leave it as such, but could launch the other apps.

See what you can do with that!!!
